The Hendricks County Communication Center (HCCC) provides 24/7/365 assistance to the citizens of Hendricks County. Hendricks County is located west of Marion County and is the 3rd largest County within the Indianapolis Metropolitan Area with an estimated population of 168,000 in 2018. Hendricks County is also the second-fastest-growing county in Indiana and 85th fastest growing county in the nation.
HCCC is the consolidated dispatch center for all Police, Fire, and EMS agencies in Hendricks County, Indiana and dispatches for twenty-eight (28) public safety agencies. Employees of HCCC are Association of Public-Safety Communications (APCO) certified dispatchers. HCCC has been Communications Assistance for Law Enforcement Act (CALEA) Accredited since 2009.
On December 13, 2016, Hendricks County entered into an Interlocal Agreement with the Town of Plainfield to manage the Communications Center. The Hendricks County Council establishes the budget and the Town of Plainfield manages the Communications Center. The agreement established two Boards; the Advisory Board and the Operations Board.
The Advisory Board is made up of 8 members. It comprises one (1) member from the elected politicians on the Hendricks County Council, one (1) member of the County Commissioners, one (1) member appointed by each of the following towns: Avon, Brownsburg, Danville and Plainfield; one (1) member known as the “Township Trustee Representative” who is appointed jointly by the township trustees of all townships in Hendricks County; and one (1) member known as the “Small Town Representative”.
The Operations Board makes recommendations concerning public safety communications operations and technical matters involving the Center to the Advisory Board, County Council, and Plainfield.
All employees of the HCCC are employees of the Town of Plainfield and HCCC is a Department of the Town of Plainfield.
